AICU Demands Complete Withdrawal of FCRA Amendment Bill 2026, Flags Threat to Religious Freedom

Panaji/New Delhi, April 3, 2026:
The All India Catholic Union (AICU), the country’s largest confederation of Catholic laity, has strongly called for the complete withdrawal of the Foreign Contribution (Regulation) Amendment Bill, 2026, warning that the proposed law poses a serious threat to religious freedom, minority rights, and institutional autonomy.

In a detailed press statement, AICU expressed deep concern over provisions that would empower authorities to seize and control assets of religious and charitable institutions, terming it an “extraordinary encroachment” on constitutional guarantees under Articles 25, 26, 29, and 30. The Union asserted that Christian institutions—built over decades through community efforts—play a vital role in education, healthcare, and humanitarian services across India.

AICU criticised what it described as a pattern of selective enforcement of FCRA regulations since 2014, alleging that thousands of Christian organisations have faced restrictions, creating an atmosphere of uncertainty. It also highlighted rising incidents of violence and harassment against Christians, citing over 700 reported cases in 2025, including attacks on places of worship and community members.

Rejecting any temporary suspension of the Bill as “political expediency,” the Union demanded clear and written assurances from the government that no future attempts would be made to curtail religious freedom or take over Church institutions. It also called for an independent review of FCRA actions, stronger measures against hate crimes, and structured dialogue with minority leadership.

Reaffirming the Christian community’s longstanding contribution to nation-building, AICU warned that any attempt to undermine its institutions would weaken India’s pluralistic fabric and constitutional values.
